Party Process: Immediate Next Steps
Congratulations to Rahul for having become the Party President.
It is my opinion, that since Pradesh/ie., State Congress Committees (PCCs) have passed resolutions empowering the party leadership (not the ideal method, but anyway...), to make lists of who the elected AICC (All India Congress Committee) members from each state should be (as per the party constitution, one-third of all PCC members make it to the AICC),

...
It is now up to the party leadership to make sure that these one-third names from out of the PCC are arrived at through a process of consulting all the PCCs.
How about using technology (email, telephone, blog-page) to get a quick assesment of who all, in each PCC, want to be an AICC member. (Often, PCCs are not interested in AICC posts).
Do not restrict this exercise only to a discussion with the PCC or old leaders.
First, get a list of all PCCs who want to be AICC.
Then, if these exceed one-third, prune out names.
List of elected AICC to be on the basis of:
could the name have some other use/function/role/position for the party- in which case, prune out of here;
corruption-index;
already demonstrated policy-stands and actions;
work already done for the people and/or the party;
potential for future performance;
representation of regions within the state;
affirmative action: include all genders, communities that require specific representation, and the disability sector.
