Legislative Business, Consultation and Democracy (31st July, IST)
India's Constitution has been born from, and has evolved through learning from a number of best practices across the globe.
The Parliamentary Committee System in India made some quantum leaps in the previous century, to usher in a more robust and consultative system of governance through peaceful means.
The next propelation of the system of parliamentary legislation-making in India in order to facilitate a genuinely democratic law-making process, however, has been long overdue, although one must add that India is probably the best-functioning known democracy as of now.
The recommended movement should simply begin with ensuring that the final text of any bill plus list of proposed amendments should be made publicly and transparently available well in advance of the introduction of the said papers in the houses of parliament.
