i have identified a few points to recommend for the aviation policies of governments, and written a note on it in the India contxt on my facebook wall today. Here's the note:

i think a forward-looking aviation policy should address the following concerns, as aviation involves a number of cross-cutting issues:
1. Wireless communications and Aviation, and the related use of the electromagnetc spectrum. Ensuring the democratic and equitable accessibility of this natural resource worldwide, and the need to look at this planetary resource as on belonging to the Global Commons, while reiterating that the means (such as the workforce and infrastructure to tap into this resource has been subsidized by forest, small farming and small fishing communities and the like).
2. The anti-democratic and security concerns connected to hundred percent privatization of government airlines. (i am opposed to such a move in India).
3. Consumer rights and civil aviation.
4. Drone technology and its regulation.
5. Passenger airline personnel posted worldwide, the potential of their outreach, and transparency in this area.
6. Airlines and disaster management, including in the face of epidemics and so on.
7. Appropriate ecological priorities while planning travel sectors and related infrastructure.
8. Driving/leading the change in the area of appropriate technologies such a solar-powered aircraft.
