Tricameral Legislature at the Centre?!

A quick post here on the blog today, since another writing for this space is in progress. 
This is my current facebook update:
"This was my brainwavey question for the day before i switched on the computer: How would it be if India had a Tricameral Legislature in order to make the Panchayati Raj law (at least for Schedule 5 and Schedule 6 areas), completely meaningful? And, to keep up with the changing times, reassert the true "spirit" of globalisation wherein India reserves the right to invite other tribal councils from the sub-continent, to begin with, to be a part of such a body. (Heh heh then Iman Khan and his gang could be invited to participate in such a body in Dilli!)  And FDI could go directly to Gram Sabhas. These are my absolutely original ideas.
